The CitySmartSM Program

The CitySmartSM Program helps senior managers and facility managers at local public entities operate their buildings more efficiently by understanding the technical and financial benefits of investing in energy efficiency and developing a plan to make energy efficiency improvements. Customers enrolling in the program, referred to as partners, receive technical and energy management assistance to help make decisions about cost-effective investments in facility energy efficiency, and also will receive direct cash incentives for completed energy efficiency projects.

Who is eligible?

Any local public entity customer that receives retail electric service from Entergy Arkansas is eligible for the CitySmartSM Program. A customer is defined by a single Tax ID number. Organizations with multiple locations are thereby considered a single customer, regardless of how many Entergy Arkansas account numbers they may have.

What are the program benefits?

Program benefits include providing program partners with access to resources such as energy benchmarking, energy master planning assistance, technical assistance, communications support, and financial incentives. The program helps senior managers and facility managers operate their buildings more efficiently as they better understand the technical and financial benefits of investing in energy efficiency and by the development of a plan to implement energy efficiency improvement projects.

How does the program work?

Local public entities submit an executed Memorandum of Understanding (MOU) to Entergy Arkansas’ program administrator. The administration staff works with individual partners to benchmark energy performance and identify energy efficiency projects within their facilities. Once identified, the program assists the partner in identifying the right resources to implement the projects. Projects go through a pre- and post-installation inspection process that approves the energy efficiency work and allows for incentive payments. The administrative staff also assists the partner in promoting the energy efficiency work.

What are the incentives?

The incentive for eligible energy efficiency measures is $144/kW for peak demand reductions.

What energy efficiency measures are eligible for incentives?

  1. Efficient lighting
  2. Premium efficiency motors
  3. Unitary A/C and HP equipment
  4. Water chilling equipment (electric chillers)
  5. Other measures are available, please contact program administrator.

What does the program cost?

Customers pay nothing to join or participate in the program. Entergy Arkansas provides support and incentives for the program. The only financial investment that any participant makes is for the energy efficiency measures they install in their own facilities.

How much time should program partners expect to invest in the program?

Partners in the program should expect to spend 30-50 hours on program functions over the course of a year. It has been our experience that the amount of time that partners engage in the program is directly related to the benefits they realize.

How can our city, town, or school participate in the program?

To join CitySmartSM, the local public entity executes a Memorandum of Understanding (MOU). The MOU describes program commitments on the part of the program and the CitySmartSM partner. Program staff will contact customers who submit the MOU to provide the customer with details on program participation, benefits, and requirements and to begin the program process. Program funding is limited so customers must adhere to the program dates and rules for eligibility in order to participate.
